2017: Urs Zollinger lead the independent mid-term evaluation of UNIDO’s Programme for Country Partnership (PCP)
The mid-term evaluation was a forward-looking assessment based on a pilot phase in Ethiopia, Senegal and Peru with the purpose of drawing lessons and identifying areas for possible improvement. Urs had the overall responsibility for the evaluation, including coordinating the five-member-evaluation-team, drafting the inception report, leading the mission to Ethiopia and drafting the evaluation report. A key element of the evaluation methodology was a comprehensive theory of change analysis (p. 9-18).
